The current government of Alejandro Garcia Padilla is trying to sign a bill to replace the IVU by VAT of 16%. The opposite political party organized a march through Ricky Rosello. Although the PNP currently have a president called Pedro Pierluisi, Ricky Roselló is moving to what appears to be a candidate for the governorship of Puerto Rico in 2016. There are many people in favor and  other against this new tax. Personally I think there are other ways to raise that money although they are not politically correct.
